Part of it is almost definitely the audience and what they want, but it's also just about game design and making a game that appeals to the most amount of people. Make a part of the game be about finesse and reducing damage to the environment, solve problems like robberies and such without causing too much damage and give Superman a reputation system where your actions as him effect how NPCs react to him. And every now and then, there be a boss fight where protecting the city is only marginal part of the gameplay and that defeating the enemy fast is important, as Superman has a slew of enemies in his rogue gallery that can go toe-to-toe with him, let alone enemies like Metallo who can weaken him with Kryptonite. Superman doesn’t have to be Uber strong or Uber fast and those are skills that can be developed in a skill tree or something like that. Even figure out some way to include Clark Kent as a way to investigate potential crimes and such related to his rogues gallery.
They could even not give him flight until midway through the game and make it a monumental moment or something. There are several different ways to go about a Superman game, but I think they could lower his power levels and make him a developing Karl-El, as he becomes Superman. If there’s anything Man of Steel has taught me, it’s that people can have a very, very specific idea of who and what Superman is and there isn’t much knowledge of the character outside of that.
